The Pennsylvania Construction Codes Academy knows the importance of high-quality instruction, which is why our instructors are not only experienced code-enforcement professional, but are also highly trained educators.  The following instructors are currently teaching with the Academy and have logged innumerable hours in the classroom.

Bob Buddenbohn has served the residential building and remodeling industry in Pennsylvania since 1983 in various association management capacities and has been active in building code and UCC-related matters since 1999 as a training developer, presenter and consultant.  Bob is the founder and Executive Officer of PABCO, the Pennsylvania Association of Building Code Officials, Inc., which represents more than 900 UCC-certified and registered code officials in Harrisburg on matters of legislative and regulatory importance.  Bob also provides technical assistance to the Pennsylvania Construction Codes Academy, assists in developing courses for their continuing education schedule and serves as a lead presenter.  He also serves as a lead presenter for the Pennsylvania Housing Research Center for residential code programs and commercial energy and has taken the lead role in updating all PHRC programs to reflect the 2006 code change requirements.  Bob was the lead developer and played a key role in the establishment of the Modular Housing Training Institute at Penn College in Williamsport.  He is a graduate of Loyola College, Baltimore.  He is a member of ICC, NAHB and PBA.

Dave Buskirk has more than 20 years of experience as a code official, and has been working for the Academy and the PHRC as lead instructor and developer of UCC courses for the past 6 years.  Dave was the building inspector and zoning officer in Ross Township from 1987 to 2004, and is now a Code Administrator for Cranberry Township.  He is a partner in International Code Consultants, Inc., providing training and performing inspections, plan reviews and consulting work.  He is certified as a Building Plans Examiner, Building Inspector, Residential Plumbing Inspector, Residential Mechanical Inspector, Accessibility Specialist and Building Code Official.

Mark Conte has been with the Department of Community & Economic Development since 1996, beginning his career with them as the HUD Code Housing Program Administrator and being promoted to Housing Standards Division Chief in 2003.  Mark has developed curriculum for Manufactured Housing Resource Center at Penn College and the Pennsylvania Housing Research Center.  He was recently appointed to the National Manufactured Housing Consensus Committee as one of three state officials to recommend regulatory and standards-related changes to HUD for the manufactured housing programs.

Cindy L. Davis is currently the Building Official and Zoning Officer for the Township of Butler.  She holds multiple certifications with BOCA International and with the International Code Council, and in 1998 was elected to the Board of Directors of BOCA International, where she oversaw the consolidation of BOCA into the ICC in 2003.  She currently serves on the Advisory Board for the ICC Foundation, the Certified Disaster Response Committee.  In 2002, Commonwealth Building Officials, a regional chapter of the ICC, named Cindy Code Official of the Year.  In 2004, she and three other code officials formed a third-party agency specializing in the International Building Codes.  The company is an Education Training Provider for ICC.  She is also an instructor for PHRC as well as ICC and has presented programs for the Local Government Academy.

Mark Fortney is the Director of the Pennsylvania Housing Research, at the Pennsylvania State University, which conducts applied research and provides training and development programs for the residential construction industry in Pennsylvania.  His professional background includes more than 15 years of experience relating to energy efficiency in residential and commercial construction, including positions at the Bureau of Sustainable Development, the PA Energy Office, and the Department of Environmental Protection.  Mark holds a B.S. in Structural Design and Construction Management and an A.E.T. in Solar Engineering from the Pennsylvania State University.

Don Forry, Director of Code Compliance for Manheim Township, Lancaster County, has more than 20 years’ experience in code administration and enforcement.  He is the ICC chapter president of the Lancaster County Code Association and an ICC Master Code Professional (MCP).  He earned a B.S. in Business Administration from the College of Charleston, South Carolina, and recently completed his Masters in Public Administration at Penn State University.

Jeff Frazier is currently employed as the Building Inspector/Deputy Fire Marshal by the Town of McCandless, and serves as the Fire Chief for Ohio Township Volunteer Fire Company.  In 2004, he and three other code officials formed a third-party agency specializing in the International Building Codes.  Jeff holds multiple ICC certifications, including all of the Residential Inspector categories and Commercial Building Inspector, Building Plans Examiner, Accessibility Inspector/Plans Examiner, Plumbing Inspector, Mechanical Inspector, Energy Inspector, Fire Inspector I and II, and Fire Prevention Plans Examiner.  He is also a Certified Building Official (CBO). 

Mitch Hoffman has been with the Governor’s Center for Local Government Services for more than seven years and currently serves as a Local Government Policy Manager.  Mitch started with the Center after an 18-year career in local government.  Majoring in business/economics at Messiah College in Grantham, Pennsylvania, he began his local government career with the Borough of Carlisle then worked in various zoning, code enforcement, planning and managerial positions in Cumberland and Bucks counties.  Mitch has been involved with several community service organizations in the Carlisle area and was past President of the Cumberland County Association of Township Officials.

Matt Light is an instructor with the PHRC.  He has taught the Overview of the Mechanical Requirements for Code Officials; Overview of the Plumbing Requirements and Overview of the Mechanical Requirements for general audience.  He currently is one of two Building Inspectors for Upper Providence Township, Montgomery County.  Upper Providence Inspectors did 2,767 inspections for the calendar year 2008 and issued 681 permits.  He has 13 years of combined inspection experience including six years as housing inspector for the Borough of Norristown.  Matt holds 15 ICC certifications and is a Pennsylvania State Certified Fire Fighter.

C. Lee Milligan is currently the Assistant Township Manager with Upper Providence Township, Montgomery County.  He has 25 years of combined building code enforcement with Upper Providence Township and as Director of Code Enforcement with the Borough of Lansdale.  He currently supervises a code office of 6 employees that processes over 800 building permits a year and numerous zoning and land development applications.  Lee holds both the Master Code Professional and Certified Building Official certifications under the International Code Council.  He carries complete certifications in Residential, Commercial Building, Plumbing and Mechanical disciplines of the Code.  He has developed and instructed training programs for the Pennsylvania Association of Code Officials, the Pennsylvania Construction Codes Academy, and the Pennsylvania Housing Research Center.

Mike Moglia joined the Department of Community & Economic Development in early 2004 as HUD Code Housing Program Administrator, although he has been working with the agency since 1998 in his assignment with the Pennsylvania Housing Research Center to collect data and develop training courses on the installation of new manufactured homes.  Mike has worked in the manufactured housing industry for six years, and is currently a member of the technical advisory committees at Penn College and the PHRC.  He also is a member of the Factory Built Housing Subcommittee with the National Conference of States on Building Codes and Standards.

Rich Piccolo has more than 25 years of experience in fire inspection and training, and is currently the President of B & F Technical Code Services and the Building & Fire Code Academy.  He holds numerous certifications through BOCA International and the International Code Council, and is a Master Code Professional (MCP).  Through his academy he has developed and taught courses covering nearly every aspect of the International Building Codes as well as state and regional codes.  He is an adjunct member at William Rainey Harper College in Pallatine, Illinois, and has been a Court Certified expert on buildings codes since 1995.  Rich holds a B.A. from Northeastern University and an A.S. in Fire Science from Harper College.

Jim Royer has been an instructor with the PHRC for the past 6 years.  He has taught Overview of the Plumbing Requirements for Code Officials, Overview of the Mechanical Requirements for Code Officials, Comprehensive IRC training, Overview for Plumbing Requirements and Overview of Mechanical Requirements for general audience.  He is a certified building inspector with Centre Region Code Administration in State College, Pennsylvania and has been performing residential and commercial inspections for the past 10 years.  Prior to becoming a building inspector he worked in residential construction for over 15 years.

Rodney Sarver has been an instructor with the PHRC for the past 3 years.  He has taught Comprehensive IRC training for Code Officials, PA’s New Energy Requirements for Code Officials and Comprehensive IRC training for general audience.  He currently serves as Code Official/Fire Marshal in all aspects of Code Administration to include residential, commercial and industrial construction for the Municipality of Bethel Park, Pennsylvania.  Previously he was an instructor for the California University of Pennsylvania in Canonsburg, PA where he participated in the development and instruction for the comprehensive training program to prepare individuals to take the BOCA certification test for one and two family dwellings.  Rodney has a BS in Civil Engineering from Point Park College in Pittsburgh, PA. 

Mike Turns began working as a Housing Program Development Specialist at the PHRC in 2005.  His work has included estimating the potential impacts of residential energy efficiency programs in Pennsylvania and implementing an energy code technical assistance program and compliance assessment.  He is an NAHB Certified Green Professional and has given numerous seminars around the Commonwealth on energy and green building issues.

Jim Varhola is a retired Bureau Director from the Department of Labor & Industry where he served for 31 years with the Bureau of Occupational and Industrial Safety.  He actively participated in the writing of several pieces of legislation including the Accessibility Law.  Jim also wrote Pennsylvania’s Fire and Panic regulations under the UCC.  He has trained more than 120 Commonwealth employees in the state and federal Accessibility programs and has presented more than 500 seminars on Accessibility regulations and issues.
