UCC UPDATE
DECEMBER 16, 2004
On December 1, 2004, the Governor signed into law HB 2749 (Act 230).
This act allows municipalities that have opted to enforce the UCC to utilize the municipal or municipal authority standards for sewer and water laterals that had been repealed upon adoption of the UCC (and replaced by the standards listed in the International Plumbing Code and the International Residential Code).
The law stipulates that the old standards must be in effect on or before January 1, 2005. Some municipalities may find it impossible re-adopt these standards during the 30-day period from the date that the bill became law. A municipality desiring to use the former standards should take action to amend their UCC adoption ordinance as quickly as possible.
In addition to this action, any municipality desiring to use these lateral standards must send a copy to:

Act 230 also repealed §405.11(e) of the elevator and lifting device regulations and requires that ski lifts meet the most current ANSI standards.

In July 2005, code officials who obtained Department certification immediately after the UCC Training and Certification regulation took effect will begin submitting applications for certification renewal.
It is critical that continuing education providers especially those approved by default, ensure that the certificates they issue contain the information needed by the Department to verify that the course work submitted by applicants meets the requirements stipulated in §401.9(a).

On many commercial construction projects, plans for fire alarm systems, pre-engineered trusses and sprinkler systems, etc. cannot be prepared at the time that building plans are submitted for approval.
The UCC regulation at §403.43 (k) provides for deferred submission of these plans, as long as the deferred submittals are listed on the plans submitted at the time of initial application, and if the Building Code Official approves.
Typically, plans for these systems will not be drawn by licensed design professionals. The regulation recognizes this fact, but does require that a signature of the design professional with a brief statement indicating that the plans have been reviewed and deemed in general conformance with the design of the building or structure be placed on these plans.
