The SDE 3.0 tool has been developed by FEMA to assist state and local officials in estimating building
value and damage costs for single-family homes, manufactured homes, and non-residential structures.
The tool is based on regulatory requirements of the NFIP (National Floodplain Insurance Program) for
determining substantial damage and allows users without real estate, appraiser, or construction
experience to develop reasonable and defensible estimates of structure value and damage estimates.
During the training, students will learn how to use version 3.0 of FEMA’s Substantial Damage Estimator
tool to identify and record post-disaster damage data.

A cancellation received less than 10 business days of the session you are registered for, is subject to a $20 processing fee for refunds. Those who cancel within 2 business days of the session date or do not attend, forfeit the full registration fee and if unpaid, will be invoiced. Credit toward future PCCA courses may be accepted upon approval from the PCCA administrator; substitutions may be accepted.
